It would also be a really good marketing opportunity for each of the applications. I for one would put more effort into my listing on a site if it were to be judged for a competition. There need not be a prize other than kudos.

Not sure how it would be monitored though as voting by ip address is never a good option. Maybe voting by member login, then you could screen the emails for known disposable emails and spammers.
