We need to lock in the projects that we know we want now even through it will not be communicated to the students til 5/6.  We don't have to allocate all 5 yet, but the ones we know we do want we should do quickly rather than wait for the 5/1 deadline.  30% of all students applied to more than one org so we want to be first to lock in our favorites.
