Qi was designed to be absolutely minimal. It deviated from that a little in order to have some ability to recover from bad flashes and such, but it basically leaves user selection of boot things up to the kernel -- we (community) need to build a minimal kernel/rootfs that can present the user with a menu for alternate boot options and such.
