Swapped PSU to a new one, updated BIOS, changed CPU cooler speed by removing Y-cable, setup RAID in BIOS. All of the sudden I can get Kubuntu 18.04 to install. Not sure what caused it to work though, could be any of above changes, but I suspect the BIOS update.
