After finding out it was indeed proprietary, I reached out to the seller to see if they could lower the price. I think the guy I got a hold of, wasn't the one who set the price. He seemed to think even my offer was too high.

Apr 27 02:55:50 <Slothman21> pcworld: more meant that it might have been known to be a bricked device, that he claimed he couldn't confirm because "no charger" until I found out it really does have a unique charger. Honestly the prices on the HP touchpad aren't too bad. The reason why I didn't get one at the same time is due to the fact they seem to be plentiful still, so I'll hold out till I find one in good shape for cheap.

While I've bought phones cheaper, it was by people who were willing to get rid of them at those prices of their own volition.
