OpenEmbedded is the core recipe setup and provides a lot of the structure and work needed to make it all tick. Then you have distros (Angstrom, Sha, Yocto etc.) that take the OE metadata and configure it to suit there needs, set versions, package setups (DEB, RPM that sort of thing) and actually churn out the result Jan 07 20:00:47 s.
